Fake Western partners may accuse Zelenskyi of usurping power

Anonymous people are disseminating information, allegedly an expert on constitutional law at the Center for Political and Legal Reforms (CPLR), Andrii Mahera, told Deutsche Welle that due to the refusal to hold presidential elections in Ukraine, Western partners may accuse Zelenskyi of usurping power. It's a lie.

VoxCheck experts came to the conclusion that in comments to Deutsche Welle, Mr. Andrii Mahera does not mention Western partners and their opinions on the legality of Zelenskyi’s tenure at all.

In the material, the expert also explained that, according to Article 108 of the Constitution of Ukraine, the powers of the president do not terminate upon expiration of the term; he remains in office until the inauguration of the next head of state. It will be possible to choose a new president only after the end of the war.

Former Constitutional Court judge Mykola Melnyk pointed out that although the Constitution does not directly prohibit holding presidential elections during martial law, this norm is specified in the current law “On the Legal Regime of Martial Law”.

Mahera also confirmed this opinion, noting that under martial law, some constitutional rights and freedoms, such as the right to freedom of speech and peaceful assembly, may be limited.

Fake Ukraine is allegedly preparing to mobilize school teachers

The Russian media write that in Ukraine they want to mobilize Ukrainian teachers. The fake robs substantiated this thesis with photographs of basic military training, which soldiers of the 107th Troops Brigade allegedly conducted specifically for teachers. It's a lie.

VoxCheck analysts explained that the photo distributed by propagandists depicted voluntary training in basic preparation of citizens for national resistance. According to the law, school teachers are not mobilized in Ukraine.

According to Article 23 of the Law “On Mobilization Preparation and Mobilization”, employees of general education institutions, among others, have the right to a deferment, provided that they work at least 0.75 times the salary. In the new mobilization law, this provision also remains unchanged.

Fake It seems that the United States will no longer be able to supply Ukraine with air defense systems as everything is “over”

Russian telegram channels and media are disseminating a post by entrepreneur David Sachs, who stated that the United States seems to no longer be able to supply air defense systems to Ukraine. He says the reason is that they simply ran out.

VoxCheck analysts have analyzed this case and explained that an American entrepreneur cannot be fully aware of the number of existing air defense systems in the US reserve. Moreover, the transfer of any weapons depends on Congress. That is, such information is not true; David Sachs himself did not provide any evidence regarding the small number of reserves.

And entrepreneur and investor David Sachs has repeatedly spread pro-Russian narratives. For example, he reposted a video allegedly indicating a connection between Ukraine and ISIS. In it, a Ukrainian military man allegedly wears a chevron of a terrorist organization, although in fact it is a trophy obtained by Ukrainian Armed Forces fighters in the assault on the positions of the Russian Wagner groups.

Message The US will “promote” the idea of transgender transition among children

In the Russian segment of social networks they add that the American oligarchic clan is promoting the topic of transgender transition among children and making money from it. And they include Penny Pritzker among such “crooks”, who, they say, began to “look after” Ukraine and will soon introduce her reforms.

VoxCheck specialists examined such a case and explained that Penny Pritzker is the US Special Representative for the Economic Recovery of Ukraine and will not be involved in carrying out medical reforms. Also, the Ukrainian authorities did not announce their intention to change the rules of transgender transition.

Ukraine's international partners, such as the United States and the EU, have also not publicly called for changes to policies on transgender transition for children. But the partners are calling for combating discrimination against the LGBT community in Ukraine, such as including punishment for inciting hatred or violence based on sexual orientation or gender identity in Article 161 of the Criminal Code, and for improving the representation of women at all levels of political and public life.

Fake The Council of Europe allegedly decided to deport 830 thousand Ukrainians

A screenshot is being circulated on social networks, allegedly from the website of the Delegation of the European Union to Ukraine, which indicates that due to the so-called mass protests in European countries, a decision was made to deport some Ukrainians.

“Yesterday the EU Council decided to extend restrictive measures against Ukrainians. 830 thousand Ukrainians will be deported from the EU until April 15, 2024”, the press release allegedly says.

The case was dealt with by the fact-checkers of the VoxCheck project, who investigated that the fake bots forged the screenshot and replaced the original text with information about “deportation”. Accordingly, the Council of Europe did not make such a decision.

Also included in the ad is a bot supposedly from the European External Affairs Service (EEAS), @EEAS_deportation_bot. However, there is no mention of this bot on the website of this European agency. And when one clicks on this “bot” in a search engine, it takes one to the TG channel, which is artificially trying to increase the number of audiences.

Disclosure Unknown persons on behalf of the State Emergency Service of Ukraine announced a fake evacuation from Kharkiv

Users of such messengers as Telegram and Signal began to receive messages on behalf of the State Emergency Service of Ukraine that the Ukrainian authorities recommend that residents of Kharkiv evacuate from the city by April 22, 2024 due to its likely encirclement by Russian troops. In addition, these messages are accompanied by a reminder about what to do in case of evacuation.

In fact, the State Emergency Service stated that they did not send such messages to Ukrainians. The military leadership of Ukraine is constantly monitoring the situation and has not recorded any signs of Russia’s readiness to attack Kharkiv. They write about this in the Center for Strategic Communications and Information Security at the Ministry of Culture and Information Policy of Ukraine.

The very messages about the evacuation from Kharkiv are informational stuffing aimed at destabilizing the situation in Ukraine, the State Emergency Service notes and urges not to trust dubious sources of information.

This is not the first time that disinformation about the “evacuation from Kharkiv” has been spread. Previously, we refuted the information that “panic sentiments allegedly prevail in Kharkiv - city residents are leaving en masse”, “Ukraine allegedly announced the deportation of Kharkiv residents, preparing it for defense”, or that “Kharkiv authorities are allegedly planning to flee the city”.

Disclosure Evader flash mob - Russia launched a new large-scale information campaign

The Russians launched a large-scale information campaign aimed at romanticizing evasion of mobilization and the evaders themselves. Videos have systematically begun to appear on TikTok and other social networks in which supposedly Ukrainian men film themselves abroad on vacation and call themselves “evaders”. This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

Such content quickly gains views and comments from the audience - approving and critical, but discussions under these videos only propel them into trends. “Folk” songs have even been created for such videos, the lyrics of which always contain the main message – praise of the evaders, the GUR adds.

The following things indicate a targeted Russian information campaign:

the synchronicity of the appearance of numerous songs and videos “heroizing” men who refuse to stand up in defense of their own country;

anonymity of video authors;

promotion of this content by organized groups of bots.

The head of the Center for Countering Disinformation under the National Security and Defense Council, Lieutenant Andrii Kovalenko, commented on the situation: “The pseudo-flash mob with the hashtag evader is another hostile IPSO. This is a classic technology of splitting society, which uses the same principle as the technology of splitting by language, only in this case the enemy incites hatred, leveling the constitutional obligation”.

Discrediting mobilization, sowing discord among Ukrainian society, and undermining Ukraine’s ability to defend itself are the main goals of this IPSO.

Message The Ukrainian Armed Forces are allegedly pouring reserves into the Sumy region preparing for the intensification of hostilities in the region

Russian propaganda uses Ukrainian stories about the training of border guards to spread disinformation in the Ukrainian information space about the preparation of offensive actions by the Ukrainian Defense Forces from the Sumy region to the Kursk region of Russia, which “will lead to increased military operations in the Sumy region”.

At the same time, the Russians are disseminating information about Russia’s alleged preparation of an offensive in the Sumy region. In fact, Russia does not have sufficient reserves for an offensive in the Sumy region. According to the Center for Countering Disinformation at the National Security and Defense Council, such rhetoric should force the Armed Forces of Ukraine to withdraw reserves from Kupiansk.

Also in this case, Russia is resorting to one of the Russian propaganda tactics, using fear, uncertainty and doubt to achieve its goals. That is, the target audience of such messages is also residents of the border regions of Ukraine. After all, another goal of propagandists is to force as many civilian Ukrainians as possible to leave the border regions of Ukraine. In addition, in this way, Russia is trying to justify its terrorist attacks on populated areas of the Sumy region.

Message The West is allegedly helping Ukraine create a worldwide nuclear disaster

Propaganda telegram channels write that the West, together with Kyiv, are allegedly trying to shift the blame for dangerous incidents at the Zaporizhzhia nuclear power plant to Russia. And that in this way they only confirm their involvement in these provocations.

In fact, this information is not true. This was reported by the Center for Strategic Communications and Information Security at the Ministry of Culture and Information Policy of Ukraine. The Permanent Representative of Ukraine to the UN, Serhii Kyslytsia, at a meeting of the Security Council rejected accusations from Russia that Ukraine could cause a nuclear disaster: “Someone believes that a country that is still recovering from a major nuclear disaster would like a repeat of Chernobyl in 1986? This is an idea that could only have occurred to Kremlin propagandists, because only Kremlin propagandists openly dream of radioactive dust replacing Ukrainian cities”.

In addition, according to the chairman deputy of the Board of National Atomic Power Generating Company Energoatom Petro Kotin, due to the incompetence of the personnel recruited by the occupiers, the necessary repairs and inspections are not carried out in full at the Zaporizhzhia NPP. In particular, this is why equipment failures are recorded, which significantly worsens the safety situation.

Accusing the Russians of Ukraine’s alleged involvement in the shelling of the Zaporizhzhia Nuclear Power Plant and promoting this disinformation at the level of the UN and the Russian Foreign Ministry is part of the Kremlin’s nuclear terrorism. At the same time, in this way propagandists discredit Ukraine and throw another “argument” into the information space to justify aggression, which sounds like “protection from terrorism on the part of Ukraine”. Disclosure Russian cyber groups are trying to influence the upcoming US elections

According to Microsoft, Russian hackers have become more active over the past 45 days. At the same time, this activity is still less compared to the 2020 American elections. Reuters reports this.

Messages are distributed through traditional media and social networks by at least 70 cyber groups. Accounts linked to Russia spread controversial content, such as criticizing American support for Ukraine. Moreover, hackers spread disinformation in different languages and allegedly in the name of a “whistleblower” or “journalist”.

The fake messages are then published on a number of websites, including DC Weekly, Miami Chronical and Intel Drop. They write about this in the Center for Strategic Communications and Security at the Ministry of Culture and Information Policy of Ukraine. It should be noted that the mentioned resources are fake, created by Russians and, accordingly, information is distributed to them in the interests of Russia.
